Appointed by President Kennedy as
Director (Assistant Secretary) of Intelligence
and Research, Hughes remained in that post through the Johnson
administration. After serving as Minister and DCM in the American
Embassy in London (1969-70), Hughes became President of the
Carnegie Endowment for International Peace (1971-91). He continues
