Wasby is emeritus professor of political science at the University at Albany-SUNY. He received his B.A. from Antioch College and his M.A. and Ph.D. from the University of Oregon. His research has focused primarily on the federal courts, especially decision-making in the U.S. Court of Appeals for the Ninth Circuit. He is the author of several books, including The Supreme Court in the Federal Judicial System (4th ed. 1995) and Race Relations Litigation in an Age of Complexity (1995).
