The son of James & Delma Dishman one of four children. He grew up in Spencer Tennessee a small rual community. His family ran a small country store on the court house square. His family was active in local politics, that would lure him later in life.
His father taught him about the great outdoors, and his mother taught him about the wanders and beauty of all Gods creation.
Kelly began writing at the early age of thirteen. Mostly of young love at first then the natural world and the true lessons of life.
In 1991 he would have a close brush with death by an illness. Later after his recovery He would Marry the love of his life, Taralyn Shockley in 1992. Just two years later he entered politics. In 1998 he would at 26 become the Youngest County Executive ever elected in the State of Tennessee. In 2006 both Taralyn and Kelly would recive a special gift their son Robert.
in all Kelly would spend 24 years in public service. He experienced my changes but the one constant thing that kept him grounded was his writing.
