Chandler was born in 1944 in Nampa, Idaho, and raised on a ranch in Owyhee County. After graduating from Grandview High School (now Rimrock), she continued her education for two and a half years at the University of Idaho in Moscow, Idaho. Irene had a long career in the banking industry and then at Amalgamated Sugar Co., working in the accounting office. She has two grown children and lives with her husband of fifty-one years in Nampa.
