He attended South Oak Cliff High School. He served in the United States Military as a Systems Analyst. He also served as a Training Technician in Texas Air National Guard. He graduated from Community College of the Air Force with a degree in Business Administration and graduated B.S.O.E in Business Management in Wayland Baptist University. He completed Master's degree from the University of Texas at Arlington in Administrative Leadership and a member of International Toastmasters of America. He's married to Sophia L. Manning and they have together 4 sons and 1 daughter named Dominic Farrar, DaMarcus Farrar, Jaelen E. Manning, Jasper E. Manning II and Van Quetta Farrar. He is the founder and owner of Tri-County Officials Association T.C.O.A. He is an Educator and a Sports Referee in basketball, football, softball, soccer, volleyball, a husband and a dad.
